		<description>That is the correct place to check for your settings... look again and check every button you may have over looked it... 
Other wise look for your particular laptops system software, there will be a specific program that is installed by the factory that manages the brightness in order to conserve the battery... THAT IS JUST THE WAY IT IS.

You may be able to contact tech support via email and they will be able to tell you whether or not you can override this  setting... email contact usually works and is better than setting on hold for 2 days. Most companies have forums and chat boards as well.
